Mr. Pico’s Background and Experience

Over the past three and one-half decades Mr. Pico has assisted hundreds of dealers from coast-to-coast acquire new facilities, buy and sell dealerships, value their stores, open new points and negotiate and settle "out of trust" positions.
When added together, his transactions would well exceed One Billion Dollars in value and his array of experiences range from handling upside-down position of over Fifty Million Dollars, an out of trust position of over 4 Million dollars and a bank overdraft of $30 million dollars.

Starting in 1972, Pico entered the automobile business by representing automobile dealership groups such as Tasha Corporation (once the 18th largest dealer group in the U.S. before it sold to AutoNation), and handling sales such as Lucy DiGulio’s sale of her deceased husband’s share of Prospect Motors
(currently the largest General Motors dealership in the United States) to Skip Halverson.
In 2001 Hank Torian the former owner of Tasha Corporation again retained Mr. Pico to consult with him on the sale of Stevens Creek Lexus (the #1 pre-owned Lexus Dealership in northern California) to the Penske Automotive Group. The sale was consummated the same year.
Before retiring from the active practice of law in 1980 Mr. Pico and his law firm represented numerous automotive dealers in the reorganizations, purchases, and sales of dealerships. He both tried cases as the attorney for the dealerships and arbitrated and mediated dealer related cases.
Mr. Pico built upon his experiences and became a student of the industry by receiving training and attending seminars with respect to the various departments in new car dealerships, participating in National Automobile Dealer Association (NADA) Management Education Program, having "hands-on "experience" operating a store by filling in as General Manager on an "interim" bases. In 1986, after five years of research and two years of writing, Mr. Pico authored and National Legal Publishing Company published the nation’s first book on Buying and Selling Automobile Dealerships.
Mr. Pico has helped such notables as Barry Lambert Harris, Deputy Administrator of the Federal Aviation Administration under President George H.W. Bush, sell his dealership facility, John Whitney Payson of Falmouth, ME sell his dealership, (Payson's family owned the 1969 World Champion NY Mets), Cart Racing Champion Jimmy Vasser get into the business with his first franchises and his most recent acquisition and in between, packaged what was at the time, the largest automotive transaction in Colorado history when then Denver Bronco Quarterback and Superbowl MVP John Elway ventured into the business with his purchase of five franchises and three dealership facilities. He also represented the first Indian Nation in history to receive a new car dealer franchise agreement. Dealing with a "Nation" posed unique issues (such as: civil immunities, state and federal tax exemptions and trust lands, to name a few) for the factory, for the State and for the Dealer’s Association.
His preparation, collaboration, education, experience, and efforts, helped obtain approval and licensing in only 90 days.
Mr. Pico, an Associate Member of the New Car Dealers Association of Metropolitan Dallas (NCDA), is recognized by ezinearticles.com as an "expert author" in the field of buying, selling and investing in auto dealerships.
Sate and Federal Courts have also recognized Mr. Pico’s expertise and in various legal proceedings he has been:
Approved by the U.S. Bankruptcy Court, 10th Circuit, District of Colorado, pursuant to Rule 202 of the Bankruptcy Code, as "Consultant to Debtor" in sale of a new car automobile dealership;
Approved by the U.S. Bankruptcy Court, 9th Circuit, Northern District of California, pursuant to Rule 202 of the Bankruptcy Code, as "Consultant to Debtor" in sale of a new car automobile dealership;
Approved by the U.S. District Court, 8th Circuit, Wisconsin, as Arbitrator/ Appraiser in new car Dealership litigation;
Approved by the District Court of Colorado as expert in dealership valuation litigation;
Approved by the Superior Court of California as:(a) “Consultant to Court Appointed Receiver" in check-kiting case,(b) "Expert Witness", with respect to dealership valuations, and (c) Superior Court Mediator in dealership/lender litigation.
As a recognized expert in the field of buying, selling and investing in automobile dealerships, his automotive articles have appeared in over one hundred fifty countries and have been published in ten different languages:

EDUCATION: Mr Pico began his undergraduate work at Long Island University's C.W. Post Campus, in Brookville, New York and completed it at Chapman University, Orange, California, where received his Bachelor of Arts degree in History and Political Science. Mr. Pico was pursuing his Master of Arts at Chapman when he left to obtain his Juris Doctorate (Doctorate of Law) from University of California, Hastings College of Law, San Francisco.
